Three i's help us analyze the constructions and reconstructions, ie the transformations and transitions of the European Union into some sort of federation: identity, integration and integrity. In our theoretical framework identity is negotiated in a deliberative forum of discourse where reason and emotions interact. We can only hope the EU live up to the expectations it has raised as a normative power. Soft power, democratic governance, balanced world trade, cooperation for development and building an equitable knowledge society is the only sustainable source of EU's legitimacy. This European ethos may, hopefully, extend to its Member States. Some of them are in real need of such transitions.
