In 1970's Panama, Buck Smith, a CIA analyst, must face off with Manuel Noriega and prevent his rise to power. Things become complicated for Smith, when three American service members smuggling drugs back to the States, cross paths with one of Noriega's associates in Panama City and the lives of these individuals become intertwined in drugs, deception, and death.
