The goal of this concept paper is to articulate the rationale for why further European-U.S. collaboration on security standardization should be undertaken. In April 2010, the European Commission's Joint Research Centre (JRC) initiated a process of U.S.-EU collaboration on security standards. In November 2010, American National Standards Institute (ANSI) hosted the Ninth Plenary Session of the HSSP (Homeland Security Standards Panel): U.S.-European Collaboration on Security Standardization Systems. A keynote presentation, by Rolf Dietrich (Deputy under Secretary for Science and Technology (Acting), U.S. Department of Homeland Security), called for a broad agenda of U.S.-European Union (EU) collaboration.
