The rebel movement is opposed by Nessos, a photonic industrialist who exploits the labor conflict to set up his own personal dictatorship. Internal civil war ensues between the farmland ergati workers and the elite of the upper city decks. The balance of power falls to the desert oases, the small farmers, and the revived cult of Artemis, to whom Hermes and his allies turn for decisive support.
