Aprašymas

This book explains why contemporary security institutions systematically fail to respond effectively to persistent insecurity, not because they lack expertise or commitment, but because they are structurally unable to learn from conditions that do not resolve.

It argues that security and governance systems developed for episodic conflict and discrete crises are poorly suited to environments characterized by persistent, civilian-centered, and socially embedded insecurity. The book uses policing-particularly policing in fragile and conflict-affected environments-as its primary analytical lens. Policing, writ large, is uniquely revealing because it operates continuously at the boundaries between governance structures and lived experience. The book does not propose a new doctrine, toolkit, or set of best practices but instead, offers a diagnostic framework for understanding why reform cycles repeat and why learning remains institutionally fragile even when practitioners recognize emerging problems in real time. By reframing human security as a diagnostic lens and advancing a learning-first orientation grounded in contextual understanding, epistemic humility, and restraint, the book clarifies where leverage exists-and where it does not-in environments of persistent insecurity.

This book will be of interest to post-graduate students across security studies, human security, policing, and peace and conflict studies. It will also be a useful resource for practitioners operating in environments of persistent insecurity, such as police, peace operations personnel, military officers engaged in civil-military operations, and security sector reform professionals.
