This Manual establishes requirements for the physical protection of interests under the U.S. Department of Energy's (DOE's) purview ranging from facilities, buildings, Government property, and employees to national security interests such as classified information, special nuclear material (SNM), and nuclear weapons. A graded approach for the protection of the lowest level of government property and layered to the most critical are described in this Manual and its Appendices.
