Aprašymas

Tens of thousands of objects cross paths in orbit every day, and the warning system that keeps them apart is changing hands. In July 2024 the Department of Commerce's Office of Inspector General published the only substantial public audit of that handoff: OIG-24-031-A, examining the Office of Space Commerce's delayed effort to stand up TraCSS - the civilian Traffic Coordination System for Space that is to relieve the Department of Defense of conjunction warning for the world's commercial satellites. This volume reproduces it in full facsimile.

The stakes are easy to underestimate and the report does not: collision warning is the load-bearing service of the entire orbital economy, the function whose failure converts a crowded sky into a cascading one. Policy assigned the civil mission to Commerce in 2018; the OIG documents what happened next - a program racing to assemble cloud infrastructure, commercial data pipelines, and a skeleton staff against a transition deadline, while the military system it must replace continues screening the catalog daily. The findings are specific: schedule slips and their causes, acquisition and hiring frictions inside a small office handed a large mission, governance seams between Commerce and Defense, and the risks of a transition that cannot be allowed to drop a single conjunction warning on the way across.

Readers of this publisher's RKHS-extended Space Force Vector will recognize TraCSS as the institutional experiment its space-traffic essay doctrinalized: warning as a public utility, custody as a military reserve. This audit is the ground truth of that experiment's hardest mile.

The official source document is reproduced in full facsimile, with separate editorial apparatus of the public document, produced under 17 U.S.C. §105. For satellite operators, insurers, space lawyers, SSA entrepreneurs, and policy analysts of the orbital commons, OIG-24-031-A is the documentary record of civil space traffic management being born - late, underfunded, and indispensable.

The audit's larger subject is a governance experiment the whole orbital economy is watching: whether safety-of-flight for a commercial domain can be delivered as a civil public utility, the way aviation's was, or whether the mission defaults back to the military by sheer institutional gravity. The report's findings -- a small civilian office, a large inherited mission, and a deadline negotiated against Pentagon patience -- frame that question with auditor's precision. Operators and insurers will read it for transition risk; policymakers for the resourcing lesson; and students of regulatory state-building for a live case of the federal government inventing a new public service under load. The stakes, as the cascade arithmetic elsewhere in this series shows, are not bureaucratic at all.

About this series: Nimble Ultra's American Spacepower Documents collection puts the primary sources of the space age's second great competition into durable, uniform print -- doctrine, strategy, intelligence, oversight, and exploration architecture, each volume an exact and complete facsimile of the official public release, with full bibliographic identification for citation. Government URLs break, documents are revised without notice, and libraries deserve stable copies; these editions fix the record as issued. Collect the doctrine shelf alongside the analytical flagship of the series, the RKHS-extended edition of Space Force Vector 2025.

This Nimble Ultra paperback preserves the report as a durable print reference for research, teaching, professional consultation, and library use.
