While groups like Al Qaeda have received much attention in the West, LeT has not been the subject of many in-depth works. Schlosser's framework for examining hierarchical illicit organizations and how they are different from network-based ones is valuable. It reminds us that even though the conventional wisdom is that illicit organizations are network-based, this is not always the case and organizations like LeT may be very resistant to strategies that are based upon dealing with networks.
