It's been a year since SWAT commander Lieutenant Jack McCoy was nearly killed in an attempt on his life orchestrated by a corrupt CIA official and a Russian diplomat. Jack's shock and dismay quickly turns into a furious rage as he struggles to comprehend who and what is behind this sudden attack on the people close to him. In the end it doesn't matter who they are or their motivation. When they took his daughter, they crossed a line of no return. It's clear someone has declared war on him.
