Medicaid is a joint federal-state program that provides health care coverage for certain low-income individuals. At the federal level, CMS is responsible for overseeing the design and operation of states' Medicaid programs. States administer their respective Medicaid programs' day-to-day operations within federal requirements. To receive federal matching dollars for services provided to Medicaid beneficiaries each state must submit a state Medicaid plan for consideration, review, and approval by CMS.
