The people of Refuge are ruled with a rod of iron by the Archdeacon and are subject to a rigid religious discipline. One man amongst them begins to question the very foundations of their world. Refuge is breaking down and the Chosen need to break out into the wider world. Luc seeks the Portal through which they can escape but the Redeemers are closing in.
