In 1938, Congress established a program under the Wagner-O'Day Act that created employment opportunities for the blind. People employed under the program manufactured and sold certain products, such as brooms and mops, to the federal government. In 1971, Congress expanded the program under the Javits-Wagner-O'Day Act to employ people with other severe disabilities and provide services (in addition to products) to federal customers. Today, the AbilityOne program provides more services than products.
