This book studies collection and delivery points (CDPs) in China. CDPs are the product of the emerging demand for postal services and are a typical example of emerging public facilities. As the demand for these services poses a great challenge to urban planning, this book attempts to explain why CDPs vary in the fairness and efficiency of their spatial allocation. It provides theoretical analysis tools and practical references to explain and improve the spatial allocation of emerging public facilities.

The book reveals that the spatial allocation of CDPs differs not only in fairness and efficiency but also in key obstacles to participants' behavior under different governance structures (multi-actor market, single-actor market, and government supply mode) and service modes (non-compulsory and compulsory). To optimize fairness and efficiency in CDP spatial allocation, the book proposes differentiated paths for different participants based on the current situation's key limitations and obstacles.
