This guidebook is designed for use political leaders and officials in Pradeshiya Sabhas (PSs), Planning Facilitators at Assistant Commissioner of Local Government Level (ACLG), Planning Facilitators at PS level, and Planning Assistants, Planning Officers and Village level group members at Grama Niladhari Division (GND) level. Community planning facilitated teams at the GND levels. This guidebook will help Community planning assisted teams to prepare an efficient and systematic "program of action" for the community. It provides some tested planning methods and techniques for use in the planning process. It should help them identify meaningful projects to provide basic needs of citizens. Ultimately the implementation of such plans will lead to better local governance, improved delivery of basic services and enhanced social and economic development in the village area.
