As an attorney in Cape Town in 1926, Henry constructs a contained life for himself. When he is given a magistracy in the small town of Gower, he moves there with his sister. Soon Adaira van Brugge arrives in Gower, having left the remote homestead of her father for her first taste of town life. Afrikaner nationalism is on the rise and Adaira is taken under the wing of the leader of the town's nationalist cause. She is drawn to Henry, and he to her, but she becomes the secret lover of a Jewish haberdasher who has fled Frankfurt and the Nuremberg Laws only to wind up in a town ready to experiment with some persecution of its own. Breaking law and taboo, Henry begins and affair with a young man after his sister leaves. When the haberdasher's store is set alight and a man is arrested on a charge of arson, Henry realised he is the man's alibi, and that to reveal this would be to reveal his forbidden affair.
