'The present volume is the story of the Royal Navy from December 1916 through December 1917' (the author writes): 'from Jellicoe's arrival at the Admiralty to cope with the U-boat menace until his dismissal a year later. This was the most critical period of the war. It was a time of strategic stalemate so far as the main British and German fleets were concerned. The big issue was whether the Navy could defeat, or at least contain, the submarine menace. On its ability to do so depended the outcome of the war at sea and with it the whole Allied cause.' Though it lacks set pieces like Jutland (described in Vol. III) or Zeebrugge (to come in Vol. V this year of mounting losses saw the institution, after much opposition, of the convoy system, and the turn of the tide in anti-submarine warfare. Jellicoe, Beatty, Carson, Geddes, Lloyd George, and the other men at the top hold the stage for the most part, but the men at sea—and in the air, in the beginnings of naval aviation—are not forgotten. Those who know previous volumes of Professor Marder's 'masterpiece of naval history' (as a typical reviewer called it) will find this penultimate volume fully up to his high standard in its grasp and exposition of the unfolding of events, the making of policy, and the personalities involved.
