Gold and silver had been discovered in the mid-1800s, and commerce was thriving as steamboats transporting freight and passengers plied the river. By the 1920s, a series of dams was planned to harness the power of the Colorado River, but work on Davis Dam wasn't started until 1942 and was then delayed until after World War II. Bullhead City evolved after Davis Dam was completed in 1953. Many of the workers who built the dam stayed on, and in the 1960s, land developers promoting the river as a recreational destination made Bullhead a boomtown. Bullhead City was incorporated in 1984.
