The president has more authority with the MOIS, one of the ministries of the government, while the IRGC has become a national institution under the leadership of Iran's Supreme Leader. Iran's Supreme National Security Council (SNSC) - the state official organization that makes foreign and military decisions and Supreme Leader's Intelligence Unit are two semi-collateral organizations that gather all the intelligence authorities. Their decisions must ultimately be approved by the Supreme Leader.
