After Earth was separated, the Covenant was warned by the gods that if they ever tried to reconnect with Earth that a person from the Thirteenth Planet would be gifted with the powers of the Gods. This person would destroy the Covenant's existence and establish a new system of government. The Covenant and its military officials believe that Marshall is this prophecy, and he will destroy them.
